Tolling scheme — Fjordforbindelsen Frederikssund.
The Danish Road Directorate wishes to engage in a Preliminary Market Consultation with interested parties to assess options to deliver tolling services for the Fjordforbindelsen Frederikssund project.
The project is currently under construction with a projected completion date of the end of October 2019. The Construction Law defines that the toll collection for Fjordforbindelsen Frederikssund is to be carried out by means of an Open Road Tolling (ORT) or free flow system.
The purpose of this Preliminary Market Consultation is to:
— inform potentially interested parties that it is intended that such a tolling scheme is established for the project and to gauge the appetite from the industry, and
— to obtain a deeper understanding of the potential market participants, their range of service and equipment solutions, their implementation capabilities and approach, as well as any existing or potential delivery innovations.
— To adjust the future tender material in an appropriate manner.
The primary goal of the Danish Road Directorate in the implementation of a toll on the project is to make a contribution to the capital cost of building the infrastructure, and one of the aims of the toll scheme is to achieve payback of this investment as quickly as possible.
To this end, current priorities include the following:
— A very high rate of compliance by users.
— An efficient toll collection operation.
— Achieving the mobilisation programme, with a 2019 opening date.
It is intended to use the outcome of this Preliminary Market Consultation in the development of the tender material for the tolling scheme, achieving a balance between the project's commercial interests and its risk profile; while also achieving the above aims of the Danish Road Directorate and aligning the tender material with market expectations.
By means of their answers to this Questionnaire, potential bidders are encouraged to use this opportunity to influence the tender material in a constructive manner, seeking to align their objectives with those of the Danish Road Directorate. The questionnaire is intended to secure equal treatment of all participants.
Particular areas of interest to the Danish Road Directorate and where interested parties are encouraged to focus are:
— Preferred procurement option for the tolling scheme and risks associated with the options presented.
— Measures for the minimization of operational costs such as contractual form, organisation, payment methods, and length of contract.
— Measures for the minimization of maintenance costs without loss of performance.
— Programme for delivery.
— EETS interoperability.
— Information Security.
— Cyber Security.

Those who wish to express an interest should complete the short questionnaire provided in this document. The questionnaire may be completed in English, Swedish, Norwegian or Danish.
Applicants are required to follow the format and answer all the questions asked in the questionnaire provided as requested. Generic promotional material should not be submitted.
The deadline for submitting the completed questionnaire is 16:00 on 5.7.2017. Documentation must be sent electronically by e-mail to udbud@vd.dk, tsh@vd.dk and clla@vd.dk.
Following its review of the responses to the questionnaire, the Danish Road Directorate may seek further information (through meetings or by telephone) with selected interested parties, with a view to ensuring that a similar level of information is obtained from all parties involved.
