Section II: Object
Supply of Fuels logistics, Boilers, Turbines and Bag House Filters
Ørsted Bioenergy and Thermal Power A/S runs a Supplier qualification system (“Supplier qualification system”) for procuring solutions for Fuel logistic-, Boiler-, Turbine- and Bag House Filter Systems. The Supplier qualification system is intended to be utilized for the procurement of solutions for biomass power plants in relation to green/brown-field or bio-conversion/integration/retrofitting of existing plants.
The Supplier qualification system is divided into 4 categories. Applicants can apply for submission in one or more categories and will be individually qualified to each category.
The 4 categories are:
— Fuel logistics plant (including – but not limited to): Conveyers systems, feed-in-hoppers, transition systems, storage systems, fuel screening etc.
— Boiler plant (including – but not limited to): Boiler in-feed system, boiler, boiler combustion system, building steel, building facades, watersteam cycle, flue gas treatment, ID-fan, stack, flue gas condensing, etc.
— Turbine plant (including – but not limited to): Turbine, generator, pre-heaters, heat exchanger, turbine water steam cycle, condenser, etc.
— Bag house filter (including - but not limited to): Bag House Filter, ID-fan, Silencer, Fly ash handling system, etc.
Should Ørsted Bioenergy and Thermal power A/S decide to tender for a scope covering two or more categories, only Applicants registered in those specific categories will be invited to the tender. Further, should Ørsted Bioenergy and Thermal power A/S decide to tender for a scope covering all categories, only Applicants registered in all four categories will be invited to the tender.
For each category of the Supplier qualification system the Applicants applies for admission to, the Applicants must be capable of providing all main systems as described in the Guideline supplier qualification system on a turn-key basis for power plants. This does not set out requirements to the level of own-production and/or sub-contracting.
The Applicants must be able to supply the systems in Europe – Applicants need to provide details on which market Applicants are operating on.

Section III: Legal, economic, financial and technical information
Application for admission to the qualification system must be submitted in the e-sourcing system Scanmarket. Please follow the following link to apply https://goo.gl/PvgDSL.
Applicants are requested to fill out the eESPD document provided by Ørsted Bioenergy & Thermal Power A/S in Scanmarket as an XML file. Please follow the link https://ec.europa.eu/growth/tools-databases/espd/welcome and upload the XML file there in order to fill out the eESPD document.
If the Applicant is applying for qualification for more than one category using the same eESPD, Ørsted Bioenergy & Thermal Power A/S encourage the Applicant to insert separate reference lists for each of the categories in the eESPD Part V in accordance with the guidelines and requirements described in section 4.1 in the Guideline Supplier Qualification System.
The Applicant is only required to complete the eESPD. If additional files are provided, the Applicant is asked to refer to such files in the eESPD.
A call for competition will include a category or categories and may also include auxiliary components. If the qualification system is used, auxiliary components will only be acquired together with the main systems. The exact scope will be described in the tender material for the specific tender.
Should Ørsted Bioenergy and Thermal Power A/S decide to tender for a scope covering two or more categories, only Applicants registered in those specific categories will be invited to the tender. Further, should Ørsted Bioenergy and Thermal Power A/S decide to tender for a scope covering all categories, only Applicants registered in all four categories will be invited to the tender.
The information below must be submitted in the e-sourcing system Scanmarket as a part of the eESPD:
A) Information regarding the applicant:
— Company name, address, mail, name and web-page.
— Contact person, mail and phone-number.
— Registration (Company Registration No. VAT No. or equivalent).
The information should be provided in the eESPD, Part II, Section A.
B) Economic and financial standing information:
B1) — The Applicant is encouraged to submit a description of its ownership and corporate structure. If the Applicant is a subsidiary, the Applicant is encouraged to submit the name of the highest possible group parent — being an entity directly or indirectly controlling more than 50 % of the Applicant. The information may be provided in part V of the eESPD. If, for technical reasons, the Applicant finds that it is impossible to insert a full description of ownership and corporate structure in the eESPD, the Applicant can consider to upload a separate file in Scanmarket with the description and refer to such file in the eESPD Part V.
Ørsted Bioenergy and Thermal Power A/S reserves the right to set a deadline for submission of the description of ownership structure after the request to participate.
B2) - The Applicant shall submit information enabling Ørsted Bioenergy and Thermal Power A/S to assess the Applicant’s economic and financial capacity.
The Applicant shall provide the following figures based on the latest two signed and approved annual reports.
The Applicant shall submit the information in the eESPD Part V, stating which financial year the information relates to (e.g. financial year 2017 if this is the latest annual report):
1. Turnover (revenue)
2. Net result before tax
3. Current assets
4. Total assets (Sum of all assets)
5. Total shareholder’s equity (Equity including minority shares)
6. Current liabilities
7. Intangible assets
8. Inventories
9. Trade receivables
10. Cash and cash equivalents, and
11. Trade payables.
Please note that Ørsted Bioenergy and Thermal Power A/S might have minimum requirements to the Applicant’s economic and financial capacity which will be used in specific tenders.
Accordingly, Applicants are encouraged to consider whether they should apply for qualification with economic and financial support from other entities in order to improve their possibilities of being prequalified.
Please note the language requirement in section IV.2, which also applies to the financial information. Ørsted Bioenergy and Thermal Power A/S reserves the right to supplement applications which partially or fully do not comply with this requirement, but encourages the Applicants to follow the instructions.
C) Technical capacity information:
C1) QHSE.
The Applicant is encouraged to describe the Applicant’s quality management, health and safety management and environmental management systems in the eESPD Part V. If the Applicant is certified according to either ISO 9001, OHSAS 18.001 or ISO 14.001 or equivalent, information about having all three certificates will be considered a full description of the three management systems. For non-certified systems, the Applicant is encouraged to insert the full wording of the relevant management systems in the eESPD Part V. The information can be sent in either English, Danish, Swedish or Norwegian. If, for technical reasons, the Applicant finds that it is impossible to insert a full description of one or several uncertified management systems in the eESPD, the Applicant can consider to upload a separate file in Scanmarket with the description and refer to the file in the eESPD Part V.
C2) References.
Please provide a reference list of relevant works for each category the Applicant applies for. Ørsted Bioenergy and Thermal Power A/S encourages the Applicants to include the following information for each of the references:
1. Title and location of the project
2. Description of the project
3. Scope of supply and the Applicant’s role in the project
4. Turn-key-extent/EPC (meaning inclusion of sub-systems)
5. Period of execution
6. Contract value
7. Compliance with e.g.: Eurocodes, Pressure Equipment Directive 97/23/EC (PED), the Machinery Directive (2006/42/EC) or equivalent.
8. Customer and contact information
References shall in combination cover all main systems in the category/categories, which the Applicant applies for admission to.
C2.1) Specifically for applicants for the fuel logistics plant category: The Applicants are encouraged to include information about the following aspects of the individual references:
1. Capacity of the delivered fuel logistics system
2. Specification of the relevant type of fuel: e.g. wood pellets, wood chips, straw, or coal
3. Years of operation since take-over (date of signed take-over certificate or equivalent).
The Applicants are encouraged to include other relevant information about the reference as detailed as possible. Further, the Applicants are encouraged to include references for different types of fuel and capacities of the delivered systems.
C2.2) Specifically for applicants for the boiler plant category: The Applicants are encouraged to include information about the following aspects of the individual references:
1. Thermal capacity
2. Combustion system (wood pellets, wood chips, straw or coal)
3. Steam parameters
4. Experience with applications performed in accordance with PED or equivalent
5. Years of operation since take-over (date of signed take-over certificate or equivalent).
The Applicants are encouraged to include other relevant information about the reference as detailed as possible. Further, the Applicants are encouraged to include references for different types of fuel and thermal capacity.
C2.3) Specifically for applicants for the turbine plant category: The Applicants are encouraged to include information about the following aspects of the individual references:
1. Electrical capacity
2. Efficiency
3. Turbine type/capabilities (back-pressure, condensing, steam extraction, etc.)
4. Steam parameters
5. Years of operation since take-over (date of signed take-over certificate or equivalent).
The Applicants are encouraged to include other relevant information about the reference as detailed as possible. Further, the Applicants are encouraged to include references for different types of turbines.
C2.4) Specifically for applicants for the bag house filter system category: The Applicants are encouraged to include information about the following aspects of the individual references:
1. Filter media
2. Temperature range
3. Cleaning method
4. Pneumatic transport system
5. Wettransport system
The Applicants are encouraged to include other relevant information about the reference as detailed as possible. Further, the Applicants are encouraged to include references for different types of Bag House Filter Systems.
The Applicant should insert information about references in Part V of the eESPD. If, for technical reasons, the Applicant finds that it is impossible to insert a full description of one or several references in the eESPD, the Applicant can consider to upload a separate file in Scanmarket with the description and refer to the file in the eESPD Part V.
Ørsted Bioenergy and Thermal Power A/S expects to use the data and descriptions of the references in the eESPD as an important objective criterion when selecting Suppliers for future tenders. Thus, it is of significant importance that the Applicants fill in the reference descriptions as detailed as possible.
Please note that Ørsted Bioenergy and Thermal Power A/S might also use minimum criteria for a specific tender where the information above might be relevant for example (but not exhaustive) regarding fuel type, description of the project etc., which underlines the importance of detailed descriptions of the references.
Minimum requirements:
The following minimum requirements regarding technical capability apply for qualification in the individual categories:
A) Fuel logistic plant
It is a minimum requirement that the Applicant provides 1 turnkey reference regarding a conveying and storage system for solid biomass fuels and/or bituminous coal for combustion in boilers with a minimum thermal capacity of 50 MW.
B) Boiler plant
It is a minimum requirement that the Applicant provides 1 turnkey reference regarding boiler plant with thermal capacities from minimum 50 MWth and based on solid biomass fuel or bituminous coal.
C) Turbine plant
It is a minimum requirement that the Applicant provides 1 turnkey reference regarding steam turbines electrical output of minimum 10 MWe.
D) Bag house filter system
It is a minimum requirement that the Applicant provides 1 turnkey reference regarding Bag house filter system for woodchip based fired boiler of minimum 50MWth.
If the Applicant fulfils the minimum requirement, the Applicant shall tick Yes in Section IV of the eESPD.
Support from another entity:
If the Applicant wishes to improve its economic and financial assessment by relying financially on another legal entity, this should be indicated by ticking “yes” in the eESPD part II, C. Further, the supporting legal entity shall fill in a separate eESPD. The advantages of relying on another legal entity are that the assessment of the economic and financial or technical capacity of the Applicant will be based on the information included from both entities.
Ørsted Bioenergy and Thermal Power A/S has published a letter of support template (see template on Scanmarket), which the Applicants are encouraged to use. The eESPDs should be used as preliminary evidence of support from another legal entity. However, final documentation will be requested later. In order to ensure that the Applicant can provide correct final documentation Ørsted Bioenergy and Thermal Power A/S encourages the Applicants to use the support template.
If the other supporting entity is a parent company to the Applicant and the companies have consolidated accounts, it is possible to submit financial information for the parent company only but it shall be made clear from part II C of the eESPD that the Applicant relies on the economic and financial information of the parent company or any other supporting entity by ticking “yes” in section II C of the eESPD: “Does the economic operator rely on the capacities of other entities...”.
If the Applicant is part of a profit sharing agreement with another legal entity, cf. for example Germany’s Ergebnisabführungsvertrag or equivalent legal arrangement or if the parent company of the Applicant has made a statement according to the Dutch Civil Code article 2:403 (a “403 statement”) or equivalent legal arrangement, the Applicant should declare in the ESPD part II C that it relies on another entity. Further the supporting entity shall fill out a separate ESPD.
The Applicant or the supporting entity should explicitly mention the profit sharing agreement/403 statement in the eESPD part V. In case of a profit sharing agreement the evaluation will be based on the figures for the financial strongest entity participating in the arrangement. Only this company has to insert financial figures in the eESPD part V. In case of support from a parent company the information will be based on financial figures from both entities which accordingly both have to insert financial figures in the eESPD part V, unless the Applicant and the companies have consolidated accounts, cf. above.
Consortium.
If a consortium applies for admission in qualification system, the information above must be submitted for each member of the consortium. Each member of the consortium should complete and upload a separate eESPD.
Joint venture.
If a joint venture applies for admission in qualification system, the information above must be submitted for the joint venture as such. All legal entities involved should submit separate eESPDs.
Section IV: Procedure
Section VI: Complementary information
This notice is a continuation of the qualification system for Supply of Fuels logistics, boilers and turbines, published 6.5.2016. For technical reasons this new notice is published, and the old notice cancelled to avoid confusion, but the qualification system continues.
Qualification and pre-qualification processes will take place in several stages. First stage is the qualification to the Supplier qualification system and the second stage is the pre-qualification to the call for competition. When pre-qualifying applicants for a specific tender Ørsted Bioenergy and Thermal power A/S will use objective criteria and/or minimum requirements relevant for the specific tender.
This Supplier qualification system is non-exclusive, and Ørsted Bioenergy and Thermal power A/S is not obliged to use the system. Ørsted Bioenergy and Thermal power A/S can use alternative qualification systems or Contract Notices.
Ørsted bioenergy and Thermal power A/S wish to establish a pool of suppliers, who can be invited to submit tenders for tasks covered by the scope of this Supplier qualification system. If an Applicant is rejected due to insufficient information required, the Applicant is encouraged to update its application with the required information and re-submit its application. Applicants are free to update information at any time to the Supplier qualification system. It is the Supplier’s responsibility that Ørsted bioenergy and Thermal power A/S has the Supplier’s most updated and complete information when using the Supplier qualification system in a call for competition. Ørsted bioenergy and Thermal power A/S require however yearly updates of financial figures.
When using the qualification system, Ørsted will state in the tender conditions for the specific tender which award criteria is applied. A specific tender may be awarded both by lowest price or best price / quality ratio.
It will also be stated in the tender documents for the specific tender, if an electronic auction will be used for the specific tender procedure.

Complaints about specific tenders must be filed with the Complaints board for public procurement (Klagenævnet for Udbud) within 45 calendar days from the day after the contracting entity has published a Contract Award notice in TED (Tenders Electronic Daily). Complaints about not having been pre-qualified for specific tenders under the qualification system must be filed with the Complainants board for public procurement (Klagenævnet for Udbud) within 20 calendar days from the day after the day when the contracting entity has notified the applicants in question about the result of the pre-qualification, provided that the notification contains a short statement of relevant reasoning behind the decision. The complainant must notify the contracting entity in writing of the filing at the latest when complaint is filed.
