Denmark is currently facing investments and changes within their rail infrastructure with, the railway being expanded and modernised with enhanced technology. Furthermore, new and modern electric trains will be put in service.

One of the places where the railway will be updated in the coming years is the (sub)urban S-Train in Greater Copenhagen: S-Train: The current ambition of the Copenhagen Future Rail Network programme over the next 15 years is to change the Copenhagen wider network from a traditional urban railway to a fully automated driverless GOA4 transport system: ‘Copenhagen Future Rail Network’.

The initial driver of this phase is to gain insight in to particular market sectors, with a view to define the future market engagement, namely within; rolling stock options, GOA4 Automation technology, line side and platform safety technology, electrical and power requirements, civils and infrastructure, safety as well as operations and maintenance. Within each of these disciplines, DSB are exploring how much should be changed in relation to today’s assets, what can be readily purchased on the market, and whom within the rail industry can deliver the improvements and manage their associated risks. Once the contracts are awarded, the development, production and purchasing of assets for the new automated train system will commence. Prior to the delivery phase, finalising and implementing the transition strategy to maintain current train operation with the current system, while the new system is gradually phased in is critical to the success of the project. Prior to the tendering process and as a part of the analysis work, DSB is conducting a market investigation for the purpose of gathering information to be used for the preparation of tender documents and the structure of the tender. A crucial part of the market investigation is this Request for Information (‘RFI’), which is aimed at suppliers who regards themselves as potential suppliers in the future supplier setup. It is the anticipation of DSB that this RFI will give DSB relevant information relating to products, services and capabilities available in the market for Automatic Train Operation (UTO), as well as the suppliers’ views on the technical, commercial, organisational and procurement approaches to be taken by DSB.

The RFI process consists of two stages. The first stage will be conducted in the fall 2019 and the second stage in the spring 2020. The first stage consists of the following 2 sub-stages:

1) The RFI Questionnaire – which suppliers are invited to respond to as exhaustively as possible; and

2) RFI Workshops — where DSB will engage in one-on-one discussions with respondents to the RFI Questionnaire in order to gain an even better understanding of the responses given in the RFI Questionnaire. The market dialogue in the spring 2020 has not yet been planned into detail but is expected to concern further clarification on the above-mentioned subjects.

An electronic data-pack including the RFI Questionnaire will be available in the tender system (EU-supply), cf. Section I.1), from the 21.8.2019 for the registered participants. The data-pack will also include further details of the RFI process and background information on the project.

All relevant operators in the market are encouraged to register at EU-Supply no later than the 19.8.2019. The RFI Questionnaire shall be answered no later than 30.9.2019 at 12:00 p.m. local (Danish) time. DSB reserves the right to limit participation in the RFI.

The RFI workshops will be organised as a number of bilateral dialogue meetings with potential suppliers in the period 14.10.2019 — 1.11.2019. DSB reserves the right to change the period. The purpose of the workshops is: on a basis of the responses from the suppliers — to shed light on which solutions to the conversion to UTO that already exist in the market, how the transition from the existing service to the UTO can be completed smoothly while minimizing risks and the optimal solution to organising the transition and the subsequent service thereof. For the workshops to be as effective as possible, DSB requests that technology, commercial and implementation leads attend along with any other specialist that may contribute to the discussion. An agenda will be issued in advance of the workshops, and DSB intends to confirm the meeting time 2 weeks in advance. The workshops will take place in Copenhagen, Denmark, and onsite presence will be required. Please see Section II.2.14 below.

DSB reserves the right to limit participation in the RFI workshops. If a limitation of the number of participants is decided the selection of participants will be made on the basis of objective criteria with an aim of appointing a group of dialogue partners that represent different solutions and set-ups.

DSB reserves the right to choose both large and small participants, suppliers who can provide several services alongside suppliers of single services and, finally, suppliers with different types of technologies — in order to receive input from a broad market perspective, i.e. from all corners of the market.

DSB understands that some supplier organisations have a number of trading entities and thus that this notice may be responded to by more than one legal entity within the same group. In order to avoid the duplication of effort by both DSB and the participants, where DSB becomes aware that more than one entity with the same group are registered to participate, DSB will invite the group to nominate a lead company as the point of contact for this RFI process.

The workshops will be arranged in such a way that all participants will receive the same piece of information. This is ensured by the fact that new and additional information from DSB will be uploaded on EU-Supply ensuring everyone access to the same documents/background material.

The purpose of this periodic indicative notice is solely to inform interested suppliers of the existence of the tender and of the possibility to participate in the above-mentioned discussions. The notice is not a call for pre-qualification applications, and participation in the discussions will not be required for pre-qualification in the coming call for tenders. Participation in the market dialogue is not a pre-condition for participating in the expected tender procedure and will provide no better position for the prequalification or tender stages.

DSB is free to choose if – and if appropriate how – the information from the RFI will be included in the further stages of the decision-making process and the design of the final tender documents.

An overall summarising from the results of the market dialogue will be published as a part of the future tender.
