RFI on consequences of requirements for zero emission heating of busses.

Movia Public Transport invites Public Transport Operators (PTOs) and bus manufactures to respond to this RFI.
Movia wants to understand the technical and economic feasibility of demanding emission free cabine heating for zero emission bus solutions for Copenhagen bus routes 1A, 10, 133 and 164 in Movia’s tender A19 (Invitation to tender for regular bus services in Movia). The bus routes will be served with 12 m buses and start operation June 2022.
Movia is requesting answers to the following questions:
1) Will a demand for zero emission cabine heating (e.g. air condition/heat pump) at all outdoor temperature levels lead to an increase in the number of zero emission buses need to complete the scheduled bus services for respectively route 1A, 10, 133 and 164?
2) Will a demand for zero emission cabine heating for respectively route 1A, 10, 133 and 164 at all outdoor temperature levels lead to an increase of more than 5 pct. of the total costs for purchase and propelling of the buses compared to a bus solution that allows the use of a diesel heater at outdoor temperatures at or below 5 ⁰C?
3) Will a demand for zero emission cabine heating for respectively route 1A, 10, 133 and 164 at all outdoor temperature levels lead to an increase of more than 10 pct. of the total costs for purchase and propelling of the buses compared to a bus solution that allows the use of a diesel heater at outdoor temperatures at or below 5 ⁰C?
4) Will a demand for zero emission cabine heating for respectively route 1A, 10, 133 and 164 at outdoor temperatures at or below 0 ⁰C lead to an increase of more than 5 pct. of the total costs for purchase and propelling of the buses compared to a bus solution that allows the use of a diesel heater at outdoor temperatures at or below 5 ⁰C?

Background
Since 2017, Movia has tendered out zero emission bus services. Movia has allowed the use of a heater (powered with a fossil free fuel) for cabine heating at outdoor temperatures at or below 5 ⁰C. When outdoor temperatures exceed 5 ⁰C all cabine, heating is required to be emission free. In December, January and February Movia accepts a lower indoor temperature in the bus as the required temperature level is lowered from 18-22 ⁰C to 16-22 ⁰C.
The PTO is entitled to submit offers for ebus services based on depot or opportunity charge in public space. If the PTO’s bus solution is based on the use of opportunity charge in public space, Movia is liable for deploying the requested charging infrastructure.
